Project Overview

ATM was selected by the South Carolina State Ports Authority (SCSPA) to be the 3rd party support contractor provided to the United State Army Corps of Engineers (USACE) Charleston District to evaluate the potential impact of their proposed Marine Container Terminal at the Charleston Naval Complex (CNC). The 3rd party contractor provided assistance to the USACE in the evaluation of potential impacts resulting from a proposed project is provided under National Environmental Policy Act (NEPA). Evaluating the potential impacts of the SCSPA proposed project included coordination with cooperating federal/state agencies, scoping of potential impacts, performing site specific studies as needed, hosting public information meetings, preparation of the draft environmental impact statement (EIS), hosting the public hearing, preparation with the final EIS, and implementing the public outreach program.

The SCSPA-proposed Marine Container Terminal at the CNC was successfully permitted by the USACE in 2006 and construction was initiated the same year.

The public outreach program was credited for being inclusive and is referenced as a “model public outreach program” by the Environmental Justice Coordinator at EPA Region 4.

ATM was also selected by SCSPA to optimize the design of the proposed marine container terminal by evaluating alternative berth alignments and wharf construction options to minimize sedimentation.
